Mallard 1.0

Hi all,

Mallard 1.0 has been in use unchanged for quite some time now.
It's time we stopped calling it a draft specification. I've just
marked 1.0 final on projectmallard.org.

Later this week, I'm going to release an installable package with
the Mallard schemas and XML catalog integration. After that, I'd
like to get Mallard Conditionals 1.0 marked final, and then work
through my list of potential Mallard 1.1 features.
