mallard-rng 1.1.0

Following up the Mallard 1.1 release (and the considerably more boring
Cache Files 1.1 release), here's a 1.1.0 release of mallard-rng:

This is the package that contains local copies of all finalized schemas
so you can run validation tools like `yelp-check validate` without
hitting the network. It has XML catalog integration and a pkgconfig
file. Tell your distros to update their packages.
