MEP: Multiple desc elements

I've written a draft MEP for allowing multiple desc elements in info,
with content selection similar to how link titles work:

Comments and questions welcome.

I'm going to make a concerted effort to write MEPs and specs for things
slated for 1.1 to hopefully get a final version this year. Here's the
