Mallard Cache Files 1.0

Last week I marked Cache Files 1.0 final:

Most people don't use cache files directly, but it is the format used
on the backend by yelp, yelp-build, pintail, etc.

This comes with a new release of mallard-rng, the package that contains
local copies of all final Mallard schemas. mallard-rng also now has a
pkg-config file, so you can easily check if it's installed.
